City of Griffin Fails to update Speed Detection Device Permit with current FCC Radio Station Auth.

Did you get a school zone ticket on South Hill Street/SR 155, Crescent Road, or West Poplar Street in City of Griffin?



HOW CAN THE CITY OF GRIFFIN POLICE DEPARTMENT RUN ANY RADAR IF THEIR CURRENT GEORGIA DEPARTMENT OF PUBLIC SAFETY SPEED DETETECTION DEVICE PERMIT (SDDP) 39Q, USES AN EXPIRED FCC RADIO STATION AUTHORIZATION LICENSE?


The current Georgia Department of Public Safety “Speed Detection Device Permit” (SDDP) to run radar devices, for Griffin City Government #39Q dated December 14, 2021, uses the FCC Radio Station Authorization which expired on March 26, 2022. See Attachment 1: GPS Permit SDDP #39Q and Attachment 2: FCC Expire Radio Station Authorization FRN #000625177 Call sign KID225 File Number 0005125289.





This SDDP permit (39Q) gives permission to the City of Griffin/Griffin Police Department to run radars on specifically listed roadways for On and Off System and timeframes listed in the governing authority adopted List of Roadways and DOT approved Master State Code for Spalding County, specifically the City of Griffin City Commissioners.


The FCC authorization gives the Griffin Police Department and City the authorization to use the towers for radio communications. See Attach 3 : Letter form Mayor Hollberg about city radar dated November 8, 2021.


This begs the question:


If Griffin City Government, specifically the Griffin Police Department, did not have an updated FCC Radio Authorization for their Georgia Department of Public Safety (GPS) Speed Detection Device permit (SDDP) to run radar at specific locations listed on the governing authority adopted List of Roadways numbered 119-255 and Dated February 26, 2019 (Permit 39Q issued by GPS on December 14, 2021) , and those roadways and timeframes are not reflective of the current school zone camera program (Automated Traffic Enforcement and Safety Devices ATESD), how can they issue over $400K or more worth of citations in school zones from March 27, 2022 through August 20, 2022 ( or longer)?


Not to mention the daily use of in vehicle radar systems and citations issued by GPD officers and school bus stop arm cameras.


And the FCC Radio Station Authorization was expired from March 27, 2022 to April 4, 2022, and Chief Yates put a moratorium on the issuance of ALL radar device citations, including the school zones.


And, being the new school year started on August 3, 2022, how can the City of Griffin run radar with a GPS permit 39Q that uses the expired FCC Radio Station Authorization expired on March 26, 2022?


Shouldn’t the vehicle radar, school zone radar, and school bus arm radar, issued citations be voided, if the FCC license for the current GPS permit 39Q is expired?



To date Griffin Police Department has issued 5,455 citations ATESD(School Zone) from May to August 2022. See Attachment 4: Issued ATESD Citations by GPD


Totaling if all paid the $75 Dollar Fee = $409,125.00



This does not include the in-vehicle radar and School Bus Arm Radar.
